James Holly (1855-1935) of Havre de Grace, MD, was the oldest son of John "Daddy" Holly, who is known as the father of the Harford County style of decoy. These decoys have no neck shelf and they usually have a pronounced uplift of the tail above the chine line.

 

This decoy is in old working repaint.  It has an unknown brand, or owner's mark, under its tail--the symbol or the sign for infinity.
